This API will be called to get the encryption key for biometric aadhaar authentication. The
encryption key (i.e. wadh_value) has to be used in encrypting PID data XML obtained from
biometric device. The response of this API (i.e. wadh value) has to be passed as an option while
calling the function of biometric device. The biometric device function takes wadh_value as
input option and returns the biometric data in xml.
